The Opportunity

Abt Global seeks a qualified Partnerships and Capacity Strengthening Director for the upcoming USAID-funded Integrated Health Service Delivery Accelerator (IHSDA).

The 5-year Integrated Health Service Delivery Accelerator (IHSDA) activity’s goal is to contribute to the Government of the Democratic Republic of the Congo (DRC) overarching goal of improving the health of Congolese, with a focus on women of reproductive age and children under five-year-old, in four provinces: Sud-Kivu, Lomami, Tanganyika, and Kasai Central. IHSDA’s objectives are 1) Improve Operational and Management Capacity of Division Provinciale de la Sante and Zone de Sante to plan, budget, monitor family planning, maternal, newborn and child health, nutrition, Global Health Security, malaria and tuberculosis programs sustainably; 2) improve the quality of family planning, maternal newborn child health, nutrition, tuberculosis, Global Health Security and malaria services sustainably; 3) improve equitable access to these services; 4) strengthen community engagement towards rapid adoption of key healthy behaviors and promoting social accountability systems.

As the Partnerships and Capacity Strengthening Director, you will report to the Chief of Party (COP) and oversee partner and stakeholder capacity strengthening activities as well as serve as a key liaison between the Activity and civil society and governmental partners.

The position will be based in Kinshasa, DRC and is contingent upon award to Abt Global.

Core Responsibilities

  • Ensure the Activity’s capacity strengthening strategies and approaches are evidence-based and aligned with global best practices and learning.
  • Conduct capacity assessments of the Activity’s local counterparts and partners to identify initial gaps, challenges, and areas for improvement.
  • Develop capacity strengthening action plans and provide mentorship, coaching and technical advice, guidance, and support to local partners (government and civil society) to ensure achievement of established goals and targets.
  • Coordinate with Activity Technical, F&A, and MEL teams to ensure integration and alignment of capacity strengthening approaches, interventions, targets and reporting across elements of the project.
  • Support grants under contract activities, including design, application, and implementation.
  • Provide direct capacity strengthening support to local stakeholders through training, coaching, mentoring, or other approaches, in one or more priority capacity areas.
  • Support the coordination of all Activity training initiatives and learning networks and provide curriculum development support, when needed.
  • Work with government institutions to strengthen compliance and navigate third party monitoring processes.
  • Support the development of capacity strengthening tools and deliverables, including training curriculum development, coaching and mentoring guides, and other tools as relevant.
  • Contribute to the preparation of work plans, quarterly and annual reports, and other reports and documents that summarize the results and evidence of the project.
  • Prepare periodic reports that document processes, outputs and results of activities related to capacity strengthening.

What We Value

  • Advanced degree in public health, capacity and organizational development, or a related area. A bachelor’s degree plus additional experience will be considered in lieu of a Master’s.
  • At least 10 years of progressively responsible experience implementing capacity strengthening initiatives, to government institutions or other organizations, and managing teams, preferably with USAID. Experience providing institutional capacity strengthening to ministries of health preferred.
  • Proven technical expertise and experience leading capacity strengthening assessment and planning processes in collaboration with local stakeholders.
  • Ability to engage and forge strategic relationships with CSOs, the private sector, non-government institutions, and the Government of DRC.
  • Experience providing capacity strengthening support to government staff through training, coaching, mentoring, or other approaches.
  • Familiarity with USAID’s Local Capacity Strengthening Policy and localization commitments.

Written and oral presentation skills in English and French required.
